The Mobility Manager for San Diego County

What is the CTSA?

FACT was designated as the CTSA for San Diego County in July 2006 by the San Diego Association of Governments (SANDAG). The core mission of the CTSA is to consolidate and coordinate transportation services to people with disabilities, senior citizens, and other transportation disadvantaged individuals. The CTSA is a public agency and receives a portion of its funding through the State Transportation Development Act (TDA) Article 4.5.

Mobility Management is the practice of connecting people to a continuum of accessible transportation services within their community. Components of mobility management include

  • One phone number access to services and information
  • Information is available on all forms of community transportation
  • Technology is key to ride scheduling and administration

The mission of FACT is to create a mobility management center in San Diego County. We are currently working to implement the North County Pilot Project through which we will gain the skills to overcome all barriers to such a system. As the system becomes successful in the North County area it will be expanded to other areas of San Diego County.

The vision of FACT is: All people living in San Diego County will have full mobility by an accessible transportation system that meets their individual need.

In addition to the North County Pilot Project current CTSA activities Include:

  • Quarterly meetings of the Council on Access and Mobility (CAM)
  • Quarterly training opportunities
  • Community presentations and technical assistance
  • Information and referral based on the STRIDE website
  • Maintaining “Best Practices” library
  • Coordinating the development of a Volunteer Driver Program Coalition
